Description
This position serves as the Research and Development Support Activity (RDSA) Chief of Staff responsible for management of personnel, facilities, and enterprise- and corporate-level management functions. The Chief of Staff will: provide for the synchronization and integration for management and resources of all civilian, military, and contractor personnel to meet manpower requirements and staffing sufficient to execute all Activity functions; provide supervision and oversight of all enterprise- and corporate-level functions including administration and travel support, records management, enterprise information technology services, and accountable property program; provide oversight and resources for all aspects of RDSA facilities in the DC metro area; serve as sponsor for Enterprise Management Resources and is responsible for the development, justification, and execution of an operating budget supporting systems engineering, personnel and support, and information technology and communications; oversee the planning and execution of special panels and Activity-level meetings including monthly Activity Issues Meeting and Activity Control Board meeting; serve as the Configuration Management Administrator for the Activity.
Responsibilities
• Serves as a first-level or higher supervisor at the GG-15/Band 5 level and performs technical, administrative and management tasks that involves supervision of other subordinate managers or supervisors or direction of units, functions, or projects that may be staffed by civilian or military personnel • Responsible for justification, direction, and allocation of resources (people, budget, material) across the organization through one or more levels of supervision and for setting organizational goals, objectives, and priorities • Handles highly complex, sensitive, or ambiguous challenges facing the organization; interact with, influence, and persuade high-ranking officials within and outside the organization, agency, and other external organizations • Makes decisions that have an impact within and outside of the immediate organization and agency
Qualifications
Applicants must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience is demonstrated through the following competencies: o Problem Solving o Accountability o Oral Communication o Developing Others o Strategic Thinking o Human Capital Management In addition, individuals must meet the Office of Personnel Management (OPM) qualification standards of 1 year of specialized experience equivalent to the next lower grade level to the position filled and any Individual Occupational Requirements (IOR) for the series/grade selected as identified within the standard.
