Description

Serves as Division Head in support of Communications Security Material System Command (COMSEC) located at Andrews Air Force Base. The incumbent is responsible for keying Material and performing supervisory functions. Reviews, evaluates and plan the COMSEC keying material short titles in the Navy's database.

Responsibilities

•Performs the duties of the Command Authority for modern COMSEC keys controlled by Naval Communications Security Material Systems (NCMS) and manages the User Representative (UR) accounts registered to NCMS. •Coordinates with issuing organizations, stock/distribution centers, Department of the Navy Controlling Authorities, and on-site users to insure proper and timely distribution of keying material. •Prepares "All Communicator" (ALCOM) messages concerning COMSEC are formatted correctly, released, transmitted, and reviewed annually. Approves, tracks, and replies to requests for release of COMSEC keying material to contractor accounts. Submits key orders request for new EKMS FIREFLY keys, EKMS Message Signature Keys (MSK) and KSV-21 cards for new COMSEC accounts. •Represents the Navy and organization on joint board, committees and working groups with regards to COMSEC keying material, inventory, status and distribution programs, plans and operations. Develops briefings on current and future keying material status and issues. •Provides disposition instructions for obsolete or broken COMSEC equipment for DON. Issues new COMSEC equipment for DON IAW CNO Validations. Manages COMSEC loans to contractors in support of DON contracts. Drafts and submits employee Performance Appraisals Assessments via DCIPS. Ensures maximum performance from employee is achieved through training courses, and on the job training.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled.
